Waste shipments resume from Ohio toxic train derailment
EAST PALESTINE, Ohio (AP) — Contaminated waste from the site of a fiery train derailment in Ohio began moving out again Monday, after concerns were raised during the weekend about oversight of where it was being shipped, federal officials said.
The Environmental Protection Agency also announced that two new hazardous waste sites will receive some of the shipments — an incinerator in Grafton, Ohio, and a landfill in Roachdale, Indiana.
The EPA now is getting close to having enough certified facilities to take all of the waste from the site of the Feb. 3 derailment in East Palestine, said Debra Shore, a regional administrator with the agency.
Officials on Saturday had ordered Norfolk Southern to “pause” shipments to allow additional oversight measures. Some liquid and solid waste had already been taken to sites in Michigan and Texas.
About 1.8 million gallons of liquid waste have been collected from the derailment site, according to the Ohio EPA.
Some of the remaining liquid waste is going to a facility in Vickery, Ohio, for disposal in an underground injection well. Norfolk Southern is also shipping solid waste to an incinerator in East Liverpool, Ohio.
No one was injured when 38 rail cars derailed more than three weeks ago. After fears grew about a potential explosion, officials opted to release and burn toxic vinyl chloride from five tanker cars, sending black smoke billowing into the sky.
Lowell J. Jarrell, age 85, a resident of Toledo and formerly of Shelby, died on Tuesday February 21, 2023 at Parkcliffe Assisted Living.
Born September 3, 1937 in Eliott County, Kentucky to George and Vesta (Stamper) Jarrell, he had been a Shelby resident from 1944 until he moved to Toledo in 2019 to be with his daughter. He was formerly employed with Shelby Business Forms, retiring in 2001 and was later employed with Shelby City Schools for 10 years. A 1956 graduate of Shelby High School, he played varsity basketball and baseball. Lowell was a member of the United Church of Christ, he enjoyed walking and riding his bike.
Survivors include one son, David (Barbara) Jarrell of Severna Park, MD; two daughters, Becky (Gary) Brittenham of Toledo and Debbie Graham of Chesapeake, VA; six grandchildren, Elizabeth O’neil, Stephanie Bolles, Tim Jarrell, Andrew Jarrell, Brad Graham, and Bethany Williamson; sister, Ruby Alfrey of Shelby; nieces, nephews, and other relatives.
In addition to his parents he was preceded in death by a son-in-law, Randy Graham; two infant brothers, Lonnie and Leonard Jarrell, four sisters, Velda Boyd, Essie Hicks, Ann Hunter, and Pearlene Jarrell.
Visitation for family and friends will be held at the Barkdull Funeral Home & Crematory on Saturday, March 4, 2023 from 10:00 a.m. until 11:00 a.m.. A memorial service will take place immediately following the visitation with Pastor James Robinson officiating. There will be no burial at this time.

Willard Martin “Willie” Mckinney, age 72, of Shelby, died Saturday morning, February 25, 2023 at Avita Health System- Galion Hospital following a brief and unexpected illness. Although Willie had a lifetime of health complications, he was always a fighter and survivor who continually had a strong desire and will to live.
Willie was born August 21, 1950 in Shelby to the late Ross and Vivian (Bly) Mckinney. A 1968 graduate of Shelby High
School, he furthered his education at North Central Technical College earning an associate degree in mechanical engineering. Willie was a firefighter for the Shelby Fire Department from April 2, 1972 – November 16, 1991 at which time he retired. On off days from the department, he worked at Robinson’s Hardware in Shelby as a small engine mechanicsomething he also did as a hobby for neighbors and friends at his home workshop.
Willie was quite the storyteller who had an outstanding memory and impressive mathematic skills. He was a Cleveland Indians fanatic and loved everything outdoors- especially going to the woods to cut firewood and relaxing on his porch at home. Willie took up bike riding when driving was no longer an option and logged over 2,000 riding miles. He also thoroughly enjoyed watching westerns and especially loved spending time with his grandchildren.
He is survived by his wife of 46 years, Chandra Gwen (Biettner) Mckinney, whom he wed September 10, 1976; daughter and son-in-law: Candace and Nathan Blunk; grandchildren: Juliana and Cassidy; sister: Kathy (Jim) Fidler; brothers-in-law: Scott (Heidi) Biettner and Shawn (Sherri) Biettner; nieces and nephews: Scott Rush, Jonathan (Kelly) Rush, Kyle (Charlie) Cooke, Kari (John) Nettle, Gabe Biettner, Ella Biettner, Kurt Biettner; and other relatives and friends. In addition to his parents, Willie was preceded in death by his sister: Carolyn Lee Rush.
