Although Bumpers had represented the State of Arkansas in its most important legislative seat, he started in politics at the grass roots level, serving in his first elective office as a Charleston (Franklin County, Ark.) School Board member. Bumpers was born and raised in Charleston.

Bumpers performed his undergraduate work at the University of Arkansas, Fayetteville, and received a Bachelor of Law and Juris Doctorate from Northwestern University of Evanston, Ill. He served three years in the Marine Corps during World War II.

He was elected governor of Arkansas in 1970. He successfully ran for re-election as governor in 1972.

In 1974, with four years of experience as the state’s governor, Bumpers chose to run for the U.S. Senate. He won and was re-elected in 1980. In November of 1987 he was re-elected to his third term.
