Arrest reports show Bronwyn Finnegan and her boyfriend Scott Gillis were each arrested on one count of patient brokering in connection with a scheme referring patients to Chapters Recovery, owned by Daniel Kandler.

Kandler was arrested in February on nearly 100 counts of patient brokering, but records show prosecutor­s only are pursuing about 53 of those counts in court. He has pleaded not guilty.

Finnegan and owned multiple homes they called House.

The couple received at least $9,000 from Kandler between August and October 2016, records show.

In November 2016, Finnegan offered a resident free rent and a gym membership but told the resident to attend a specific treatment center three days a week, records show. In February, Finnegan told the resident to switch providers to Chapters Recovery and lie about the length of the resident’s sobriety time, according to a police report.

Finnegan formerly worked as a subcontrac­tor for the Florida Associatio­n of Recovery Residences, which voluntaril­y monitors and regulates sober homes, said CEO John Lehman.

Finnegan was terminated in 2016 because she was unreliable, he said.

“There is no question that we want to get rid of [patient brokering] and we have been advocating for law enforcemen­t to get engaged far before they did,” Lehman said.
