Stepfather, stepdaughter face misconduct charges

- By Lynn LaRowe

A stepfather and his stepdaughter, who have two children together, are facing felony charges in Cass County, Texas, for prohibited sexual conduct.

Alicia Ann Pond, 26, and her stepfather, Billy Vernon Pond, 58, came to the attention of the Cass County Sheriff’s Office in December 2015 when deputies visited property on which they live on County Road 4223 in response to an animal complaint, according to a probable cause affidavit used to create the following account. Alicia Pond allegedly told investigators she and Billy Pond, who married her mother when she was a 10-year-old, are

the biological parents of twin 4-year-old girls.

Deputies learned through official records that Billy Pond married Tina Pond, Alicia Pond’s mother, in November 2000.

“Alicia Pond stated that her mother lives in the main house and that she and Billy live together with their children in the metal building located directly behind the main house,” the affidavit states. “Alicia stated that Tina knows about the relationship between herself and Billy and that she is okay with it since Billy still ‘takes care of her.’”

The affidavit does not state whether deputies actually interviewed Tina Pond.

Alicia Pond is currently free on a $25,000 bail bond. A motion to reduce Billy Pond’s bail from $25,000 to a lower amount was denied at a hearing in April and he remains in custody.

Prohibited sexual conduct is a third-degree felony punishable by two to 10 years in prison.
