The second annual Fall Festival will be from 11 a.m. to 8 p.m. Saturday, Oct. 28, in downtown Texarkana, with live music, vendors, food, bounce houses, costume contests, Trunk or Treats, a Thriller flash mob from 3 p.m. to 6 p.m. and more.
