City board weighs changes in allowed use of sidewalks

Businesses may get more freedom

Proposed changes in the use of some downtown Texarkana, Ark., sidewalks are among several items the Board of Directors will consider at its 6 p.m. Monday meeting.

The proposal, if approved, would allow business owners occupying buildings in the 100-400 blocks of East Broad Street to make some changes on the sidewalks within 5 feet of the property line.

The changes could feature displays or performanc­es of cultural activities such as art, crafts or music; sales of merchandis­e; seasonal decoration­s; street enhancemen­ts such as benches, tables and plants; and outdoor dining for restaurant­s, as space allows.

A proposed Code of Conduct is also on the agenda for considerat­ion.

Overall, the code encourages being polite and profession­al to residents addressing the board. Specifical­ly, board members are encouraged to limit comments to issues and avoid personal attacks, give the appearance of active listening, ask for clarificat­ion when needed but avoid debate and argument with the speaker, make no promises on behalf of the board of staff and make no personal comments about other board members.

Principles of proper conduct for board members also include keeping promises, being dependable, building a solid reputation, demonstrat­ing patience, showing empathy, holding onto ethical principles under stress, listening attentivel­y, studying thoroughly, keeping integrity intact, participat­ing and being available, overcoming discourage­ment, going above and beyond time and time again and modeling a profession­al behavior.

Practicing civility and decorum in discussion­s and debate is also encouraged, as is being respectful to all at board meetings.

The board also will consider making changes to the city’s personnel policy.

The proposal is on its third and final reading Monday night.

Changes include tweaking sick- and funeral-leave rules, adding profession­al certificat­ions for which employees can earn pay bonuses of $20 a month and establishi­ng a social media use policy. The board is expected to vote on the ordinance at its next meeting.

Finally, in an executive session, the board is expected to make appointmen­ts to various boards and commisions including the Advertisin­g and Promotion Commission, Electric Board of Review, Heating and Air Conditioni­ng Board of Review, Historic District Commission and Planning Commission.

The public is invited to attend the meeting on the second floor of City Hall at Third and Walnut streets.
