The Texarkana, Texas, City Council will conduct a public hearing on a proposed economic development incentive during its regular meeting Monday.

Residents may voice their opinions on a local businessman’s request for tax rebates. Greg Orr has requested up to $612,000 in rebates to reimburse him for extending Kenwood Road at the site of a boat and recreational vehicle lot he is building.

The council will also consider accepting a settlement offer in a class-action lawsuit in which the city is a plaintiff. The suit claimed price-fixing and other antitrust violations in the sale of liquid aluminum sulfate, a chemical used by Texarkana Water Utilities.

The council will meet in executive session and then vote on reappointing Sherry Jackson as municipal judge for two years.

Staff will brief the council on permit requests for a permanent cosmetics business at 3321 Richmond Road and an in-home day care at 2405 Garber St.

Council members will also get a first briefing on a planned 8,898-square-foot expansion of Texarkana Emergency Center, 4646 Cowhorn Creek Road. The council must approve the site plan for the construction before it may proceed.

Another first briefing concerns adopting the city’s annual plan for using federal Community Development Block Grants.

The agenda includes an open forum during which members of the public may address the council on any topic for up to five minutes each.

The meeting is scheduled for 6 p.m. Monday at City Hall, 220 Texas Blvd.

The council has adopted a new summer schedule. Monday’s meeting will be the only one in June, and only one will be held in July.
