Twin Cities’ mayors give progress report to Chamber

Texarkana’s two mayors updated Chamber of Commerce members on the state of the city Wednesday, pointing out recent progress and looking to the future.

Texarkana, Ark., Mayor Ruth Penney-Bell and Texarkana, Texas, Mayor Bob Bruggeman spoke during a breakfast meeting of the Chamber at First United Methodist Church on East Sixth Street. Bruggeman mostly stuck to a presentati­on of facts and statistics, while Penney-Bell spoke more broadly about her tenure, which will end in November.

Securing water rights, planning a new airport terminal and improving highspeed internet access in the city are among the achievemen­ts Penney-Bell has seen in recent years, she said.

Penney-Bell praised city staff for accomplish­ing goals such as a balanced budget despite spending cuts, and she spoke about an increase in civility among the Board of Directors.

“When I came in on the board in 2009, our meet-

ings were substitute­s for Jerry Springer’s show. Those of you who paid attention knew that our city manager threw papers at the mayor and there were those making bets on who would throw the first punch. Let me tell you something: Things have evolved,” she said. “I have a board that is second to none.”

Her term of office has been fulfilling to her, Penney-Bell said, addressing Allen Brown in the audience. Brown is running unopposed for the mayor’s seat in November’s general election.

“I have had four wonderful years. They have been phenomenal,” she said. “Mr. Brown, you’re going to inherit a good group. They’re ready. They work with you. They’re fun. It’s going to be hard (leaving office) because they’re like family.”

Speaking about the food served, Bruggeman could not resist a friendly jab at the Arkansas High School Razorbacks two days before the annual cross-town rivalry football game.

“For some reason, bacon always tastes better during the Arkansas High-Texas High week,” he said.

Bruggeman also spoke to Brown, offering advice.

“I suggest you go buy a couple of pairs of new dress shoes, because with all the walking you will do as mayor, you will wear out the bottom of those shoes. And also you may want to purchase a new vehicle. You will put thousands upon thousands of miles on your vehicle serving in your role as mayor,” he said.

Bruggeman went on to speak about the Texas side’s forthcomin­g budget and spotlighte­d statistics related to the city’s police, fire, parks and public works department­s.
