Former school guard receives probation for promoting prostitution

- By Lynn LaRowe

A former Texarkana, Texas, Independent School District security guard was sentenced to a 10-year term of probation Monday for promoting prostitution of a person under 18.

Michael Carroll James, 43, pleaded guilty last month to the offense and appeared Monday morning before 202nd District Judge John Tidwell for formal sentencing.

James must register as a sex offender and his computer and internet use are to be restricted under the conditions of his probation. Tidwell ordered James to pay a $2,000 fine as well.

Assistant District Attorney Katie Carter said at a hearing in November that the victim and his family are in agreement with the outcome of the case. James had resigned his position with TISD several weeks before the mother of a 14-yearold boy filed a report with Texarkana, Texas, police in July 2017.

The boy disclosed that James asked him if he would like to make money on a rainy day, to which the boy

replied, “yes,” according to a probable cause affidavit used to create the following account. The boy reported that James offered to pay him a minimum of $35 in exchange for sexual activity.

James is represented by Texarkana lawyer Shorty Barrett. Carter and First Assistant District Attorney Michael Shepherd managed the state’s case.
