Public reception set to honor James Carlow

A public reception to honor recently retired Bowie County Judge James Carlow and his wife Nancy will be held from 4:30 p.m. to 6:30 p.m. Wednesday, Oct. 23, at the Regional Arts Center, 321 W. Fourth St. in Texarkana, Texas.

Carlow, who retired Sept. 3o, was county judge from 1987 to 2010, elected as a Democrat. But after a brief insurgence by the Tea Party in county government, Carlow won election again in 2014 as a Republican. His platform was to restore financial stability to the county.

Carlow, who ran unopposed, won re-election in November and took office on Jan. 1.

“As the county’s chief financial officer, I have always striven to be as fiscally responsible as possible while searching for growth and jobs within our local area,” he said in a September interview.

Carlow is proud of his road building efforts. His legacy includes initiative to advance regional transportation projects such as Interstate 69/ Interstate 369, U.S. Highway 82 and the widening of Interstate 30 in Texarkana.

“We were successful in securing funds for the final route study for the segment of I-69/I-369 from Texarkana to Queen City,” he said. The study began Sept. 1, and is expected to take about a year.

Carlow served as regional vice chairman of the I-69 Alliance.

Besides serving as county judge for almost three decades in total, Carlow is a local business owner and rancher. He and Nancy reside in New Boston and have two sons, two daughters-in-law and six grandchildren.

Wednesday’s reception is hosted by Ed Miller of Miller, James and Hornsby, l.l.p.; Bowie County Republicans; MTG Engineers and Surveyors; and Bancorp South.
