De Queen man arrested after resisting arrest during alleged domestic violence incident

DE QUEEN, Ark. — A De Queen man has been arrested on several charges after allegedly resisting Sevier County Sheriff ’s Deputies during an incident Tuesday night.

John Douglas Carter, 44, has been charged with second-degree battery, felony fleeing, aggravated assault, resisting arrest and felony terroristi­c threatenin­g, according to a news release from the Arkansas State Police.

Carter allegedly struggled with deputies, resulting in a deputy using a Taser on Carter, according to the ASP report. A deputy also fired shots at Carter’s vehicle after he struggled with deputies and attempted to flee. The incident is being investigat­ed by the ASP.

The shooting incident occurred during an attempted arrest following a domestic disturbanc­e outside a residence near De Queen.

Two Sevier County Sheriff’s deputies had responded to the call at 284 Farm to Market Road and were attempting to arrest Carter, who had allegedly caused injuries to a woman living at the residence.

Carter allegedly resisted the arrest, leading a deputy to deploy a Taser in an attempt to control the suspect.

As Carter was being handcuffed, he began fighting with the deputies, then fled to a nearby vehicle and began driving away, nearly hitting a deputy who then fired multiple gunshots in the direction of the vehicle.

Carter allegedly continued to drive across the property, crashing the vehicle through a fence and gate, then abandoned the vehicle to flee on foot and was taken into custody by sheriff’s deputies a short time later.

Both Carver and a sheriff’s deputy injured during the attempted arrest outside the residence were later treated and released from an area hospital. Neither sustained serious injuries.

Special agents of the Arkansas State Police Criminal Investigat­ion Division are currently continuing their investigat­ion, which will be presented to the prosecutin­g attorney who will determine if the use of deadly force by the sheriff’s deputy was consistent with Arkansas law.
