Steven Wayne “B” Billy, a man of steadfast faith and unwavering dedication to his family and community, passed away, surrounded by his loving family, on February 15, 2024, in Norman. Born on October 18, 1971, in Antlers, and raised in Finley, B’s heart and soul always remained in the place he called home. At the time of his passing, B resided with his cherished family in Hollis. He is preceded in death by his beloved parents: Stephen Watson Billy, Jr. and Lou Rena Billy. B is survived by his wife: Rosa Lee (Council) Billy, whom he married on his birthday in 2011; their children: Titus Wayne Billy of Hollis, Gabrielle Vionne Billy of Hollis, Tylar Christian Billy of Henderson, NV, and Christian Chase Billy of Hollis; and his brother: Mark Billy of Minneapolis, MN. B’s life was marked by a strong work ethic, learned at his father’s side. Together, they owned and operated Country Nursery, a landscaping and rock business in Finley. In his later years, B took on a new career CNC Operator. A man of profound spiritual devotion, B was an avid Bible reader, often sharing passages and insights from the scriptures. He grew up attending Old Cedar Church in Finley and was a member of the Finley Baptist Church community. B’s passion for life could also be seen in his love for playing Men’s Fastpitch Softball for his dad’s team, “Country Nursery of Oklahoma.” He was also a die-hard OU Football fan, and cherished time spent cheering on his team. His happiest moments, however, were those spent bass fishing with his children, passing on the joys of patience and the beauty of nature and watching his brother Mark sing and compete in opera.
