American and United basic economy tickets ban overhead-bin use. Passengers can only carry on a purse, computer bag or other item that fits underneath the seat. Larger bags must be checked at the ticket counter. Gate agents will be monitoring the situation. American and United say bags checked at the gate will incur the $25 checked-bag fee plus a $25 gate service fee.
