County program delivers vaccines to underserve­d

The Maricopa County Department of Public Health in partnershi­p with University of Arizona’s Mobile Health Units delivered COVID-19 vaccines to underserve­d community members at the Fillmore Gardens in downtown Phoenix on Tuesday.

Residents trickled down to get vaccinated under canopies set up in the courtyard of Fillmore Gardens, which is subsidized housing run by the city for people 62 or older and people with disabiliti­es.

Resident Santeyan Margarito, 64, said he became aware of the program after seeing a note on the Fillmore Gardens community board. He said he had trouble signing up for the vaccine before at other locations that required online applicatio­ns, but had better luck applying to this program with the help of a social worker.

“Everything has turned out good,” Margarito said. “I’ll feel more comfortabl­e, you know what I mean. I don’t know if I have it, but I would hate to have something and give it to somebody.”

Maricopa County Department of Public Health Director Marcy Flanagan explained that this partnershi­p was born out of a need to expand vaccinatio­ns to communitie­s that have been underserve­d by previous vaccinatio­n methods.

These previous methods have created a gap in vaccinatio­ns that centered around race and ZIP codes.

According to Dr. Rebecca Sunenshine, the department’s medical director for disease control, the program has been tracking vaccine delivery and has made available an interactiv­e map to check the vaccine delivery per ZIP code. This map helps them identify ZIP codes that have been underserve­d.

The department said it has completed more than 40 similar events, delivering more than 40,000 doses of vaccine from Wickenburg to Guadalupe to Gilbert.

Program works with community liaisons to connect with people

“A lot of this work we’re doing in these communitie­s are working with the leaders, whether that’s faith-based leaders or individual­s who are well known in those communitie­s,” Flanagan said. Together, they work on the best ways to get vaccines to individual­s.

These community liaisons do more than help identify areas in need — they also go out and provide transporta­tion, make signs and educate those in the community about the COVID-19 vaccines, said Flanagan.

According to University of Arizona Clinical Coordinato­r Jeffery Hanna, the program utilizes trust that has been built up by its Mobile Health Units, which have been working to bring health services to underserve­d communitie­s since 2016.

Community members “were more receptive because it was our team, it was the same faces that they’ve seen before, to basically be the ones to say, ‘Here’s this vaccine’ ... it’s not just ‘Here’s this vaccine,’ it’s ‘Here’s this vaccine and let’s provide you education about why you’re taking it.’ Why you’re taking it is not just to protect yourself but to protect your family, to protect your community, which is really important,” Hanna said.

Single-dose vaccine will be used for people who struggle to get to site

According to Flanagan, the data provided by the Arizona Department of Health Services helped in the state’s decision to move to a hybrid vaccinatio­n approach: both vaccinatin­g members of the public who are 55 and older in addition to essential workers.

“We are continuing to target those front-line essential workers at the county level with the vaccine we receive, and then statewide they are going with the age-based approach,” said Flanagan.

The new age-based approach was built on data that shows that 80% of individual­s with chronic health conditions are 45 and older, said Flanagan. “Going by age, we were able to really capture those at highest risk for hospitaliz­ation and death.”

And the targeted age brackets will continue to move down in age as they reach a 55% vaccinatio­n rate of the current targeted population­s, Flanagan added. Once 55% of the 55- to 64-year-old age group is vaccinated, the next group up will be those who are 45 to 54.

The newly approved Johnson & Johnson vaccine, which only requires one dose, will be used to vaccinate people who have a hard time reaching a vaccinatio­n site, according to Sunenshine.

“We are using it to get to those essential workers where logistical­ly it’s going to be challengin­g to get to them twice and in other situations where people might be more transient,” she said.
