The Tennessee Bureau of Investigation confirmed on Thursday that 3-yearold Noah Clare and his 16-year-old cousin Amber Clare were found unharmed in California.

Noah’s father, Jacob Clare, who is suspected of kidnapping the two, was arrested Thursday, officials said.

An Amber Alert originally issued in Tennessee was extended to Arizona Tuesday after the vehicle believed to be involved was seen on State Route 95 near Parker, close to the Arizona-California border.

Noah Clare was reported missing in Gallatin, Tennessee, Nov. 6.

The Tennessee Bureau of Investigation initially issued an endangered child alert on Nov. 9, which was later updated to an Amber Alert. An Amber Alert can only be issued if a child is in imminent danger of serious bodily injury or death.

Amber Clare, a cousin of Noah’s, was reported missing out of Kentucky on Nov. 5.

The Beaver Dam Police Department in Kentucky said in a Facebook post that Amber was diagnosed with epilepsy and was in imminent danger without her seizure medicine.

The two children were found just outside of San Clemente, California, where the car suspected to be involved was found on Tuesday.

Department photos of the car, a silver 2005 Subaru Legacy, showed that the vehicle was stuffed so much with items, including instant milk and ready-to-eat meals, that it blocked the view out of the back and side windows.

Jacob Clare, 35, is charged with “especially aggravated assault,” a charge higher in severity than aggravated assault, according to officials. He was wanted by both the Gallatin and Beaver Dam police departments on suspicion of kidnapping and custodial interference.
