City passes photo, film fees
New rules regarding motion picture, television and photographic production were approved Oct. 2 by Powder Springs City Council.
A permit will be required from Economic Development Director Stephanie Aylworth that must be signed and accompanied by all required fees, deposits, a hold harmless agreement and an insurance certificate.
■ The processing fee has not been determined yet by City Council to reimburse city for staff time to evaluate the application and establish conditions of approval which may be waived for charitable and nonprofit organizations.
■ A daily property use fee also has not been established by City Council to reimburse city for staff time required to monitor the activity and to compensate the city for the use of public property and its unavailability for ordinary and usual purposes resulting from the filming activity.
■ A minimum of $500,000 insurance will be required to protect the city against claims of third persons for personal injury, wrongful death and property damage and to indemnify the city for damage to city property arising out of the applicant’s activities.
■ A minimum of $5 million in general liability insurance coverage also will be required if aircraft, helicopters, pyrotechnics or automobile chase scenes are used in the activity.
■ Additional city services, as determined by city officials, must be paid in advance to the city.
■ $500 or higher Faithful Performance Bond to be paid in advance to the city, covering any costs of repairs or restoration that are required within two hours of project completion.
If approved, permit will be issued within two working days of submittal, four working days of submittal if activity requires traffic control in excess of three minutes or includes stunts or special effects or within 10 working days of submittal if activities require road closures.
