Carstarphen wants to be an APS ‘voice’ on Development Authority board
Superintendent was nominated to replace Bell.
Atlanta Public Schools Superintendent Meria Carstarphen has been nominated to serve on the board of the Development Authority of Fulton County.
The Fulton County Board of Commissioners is scheduled to vote on her appointment at its meeting today.
County Commissioner Lee Morris, who represents Buckhead, parts of Midtown and the southern part of Sandy Springs, nominated Carstarphen to fill the remaining portion of a term that ends May 31, 2019. The seat has been held by Michael Bell, who resigned.
The development authority’s mission is to expand and diversify the tax base, spur job growth and retain businesses.
It offers a number of economic tools to do so, including bonds as well as tax credits for economic development

If appointed, Carstarphen would bring the school district’s interests to the development authority.
Earlier this month, the school board unanimously approved its legislative priorities for the upcoming year, including a goal to “protect” the APS property tax base.
The school board’s priorities include restricting tax abatements by the development authority “to those projects that would not be developed otherwise” as well as a desire to “formalize” an APS “voice” on the development authority.
Carstarphen emailed school board members Dec. 5 to alert them to her pending nomination, according to an email the school district provided. The superintendent told board members that if she is placed on the authority’s board it would give APS “the opportunity to support one of the legislative priorities you approved this week, protecting our district’s property tax base by monitoring the issuance of tax abatements by this entity.” Barbara Lynn Weaver, 76, of

Wheeler in La Grange, GA on
September 4, 1942. Barbara graduated from North Fulton
High School and received her degree from Sullins College in
1962.
Barbara is preceded in death by her parents and her brother Robert.
Loving mother to her two children, Carolyn and Price and proud grandmother to Amanda Jones and Henry and Rowe Weaver. She is also survived by her brother Bill Wheeler and devoted companion of many years Bruce Morgan. Barbara loved baseball, reading, travel adventures with Bruce, trips to the zoo with Amanda and cheering her boys on at their ball games!
