El Tejon Ave. shooting victim ID’d; suspect sought

The Kern County Sheriff’s Office is looking for an armed and dangerous suspect wanted for a shooting that killed one man on El Tejon Avenue. Another man has been arrested in connection to the Sunday incident.

Deputies responded to the 500 block of El Tejon Avenue on Sunday for a report of a shooting and found Timothy Robert Brown, 41. Brown died at 3:48 a.m. Sunday in the Kern Medical emergency room, according to the Kern County coroner’s office.

KCSO homicide detectives developed probable cause through their investigat­ion to arrest two suspects on suspicion of Brown’s murder. Suspect Ricky Devin, 48, has not been found. He is a white man, about 5 foot, 9 inches tall and 180 pounds. He has black hair and brown eyes.

The first suspect, Michael Lee Milam, was arrested Monday on suspicion of first-degree murder and other charges.

The Kern County Sheriff’s Office is seeking the public’s help to find a missing 16-yearold girl.

Layla Romo was last seen Nov. 8, wearing a long-sleeve black croptop, blue skinny jeans, black socks, white sandals and a black Jansport backpack.

She is a Hispanic girl, about 4 foot, 11 inches tall and weighs 105 pounds. She has brown hair with highlights and has brown eyes. Romo has a nose piercing.

Animal cruelty charges against a woman were dismissed Monday in relation to a 2019 video that circulated on social media of her allegedly dragging a dog on a leash, per court records available online.

Elaine Rosa qualified for a mental health diversion program in October 2020, which allows defendants to receive mental health treatments, according to previous reporting by The California­n. If the individual successful­ly completes the program, the charges can be dismissed.

Rosa was arrested and charged with animal cruelty after a video posted to social media showed her riding a Bird scooter while dragging a dog named Zebra in 2019.

The video, which showed the dog being dragged in downtown Bakersfiel­d, sparked backlash against Rosa at the time. Police said the Bird scooter traveled fourtenths of a mile at speeds between 13 to 20 mph. Zebra sustained moderate injuries in the incident.

The Kern County coroner’s office identified a pedestrian struck and killed Saturday.

Bakersfiel­d resident Alonso Delarosa, 48, was struck in the 4200 block of Auburn Street and died at the scene.

The Kern County coroner said Monday a man who died under suspicious and unknown circumstan­ces in July had overdosed from methamphet­amine.

The manner of death was an accident, the coroner said. Franklin Alvarado Godoy, a 29-year-old Delano resident, died July 12 in a vineyard on Peterson Road.

A man died Monday after suffering multiple gunshots to his legs in Wasco.

Deputies went to the 2100 block of 2nd Street in Wasco after a report of a shooting. They found a man suffering with multiple gunshot wounds to his legs and took him to a hospital.

The Kern County coroner identified a pedestrian killed Wednesday on 34th Street.

Latisha Ann Cartwright, 48, died at 7:29 a.m. in the 900 block of 34th Street.

The Kern County coroner’s office identified a man who died Friday in a plane crash that killed two.

Hal Derwin Wood, 68, of Murrieta, died north of Garlock Road, and west of Highway 395.

The other victim, a man, has not been identified by the coroner. He also died at the scene.

The Kern County Sheriff’s Office arrested a man on active probation after a deputy discovered methamphet­amine and guns in his car.

A Buttonwill­ow deputy conducted a traffic enforcemen­t stop on Highway 58, near Wasco Way, for a registrati­on violation. Driver Brandon Steffan, of Bakersfiel­d, was driving without a valid driver license, according to KCSO’s news release.

Drug parapherna­lia was also in plain sight, deputies said. A search of the car led to finding large quantities of meth, a loaded handgun magazine, bolt cutters and two “sawzalls,” the news release stated.

Highway 178 was to be closed between the mouth of the canyon and Highway 155 starting at 10 p.m. Monday, according to Caltrans.

The closure will last until Thursday and will take place from 10 p.m. to 5 a.m. each night. Periodic one-way traffic control will take place between 8 p.m. and 6 a.m. each night as well.

Drivers should stay attentive, undistract­ed and remain cognizant of workers and their vehicles in the work zones.
