George, the Mikes and Bob
About 40 years ago, when technology was speeding forth and standard office machines were being outdated, The Capital published a bit I’d written about the OIC program that helped jobless, educationally deficient young people, widows and many other categories needing help.
The graduates from the program received more than jobs, they gained pride and self-respect. This program still exists in Annapolis managed by volunteers and half-paid high-quality teachers.
Four of the major supporters and contributors to the program have, of recent, been the subject of your editorial columns, i.e. George Phelps, Mike Miller, Mike Busch and Bob Pascal.
George Phelps, the founder of the program in Annapolis, was also the subject of praise and officially recognized by Fraternal Order of Police Lodge 70 as an outstanding Anne Arundel Police Officer.
In those tough days of entry-level employment George bragged “If you complete our training, you’re guaranteed a job.” He was 80% true to that boast.
But, what kept the program alive and serving were other three: Mike, Mike, and Bob, who managed to find obscure government program funds as well as their own deep pockets. Many community organization meetings found George and his helpers “pleading for alms” (his description) but the backbone of “paying the bills” was the three.
The Maryland State and Annapolis in particular will greatly miss them. They are part of my personal litany of prayers. Thank you, Capital for the splendid writeups about them.
