Rosalie Higdon, 57, Lookout Mountain

Rosalie Higdon, of Lookout Mountain, Ga., passed away Tuesday, May 9, 2017. She was 57.

She was a lifelong resident of Lookout Mountain and a member of Missionary Baptist Church, Lookout Mtn.

She was a loving daughter, sister and aunt who will be greatly missed.

Rosalie was preceded in death by her father, Russell Higdon.

Survivors include: Her mother, Lexie Higdon; sister, Nancy (Rocky) Roberts; brother, Buster (Patricia) Higdon and several nieces and nephews.

James A. McNeese, of Rossville, Ga., passed away Friday, May 5, 2017, in a local health care facility. He was 77.

Mr. McNeese was born in Chattanoog­a to the late Roy and Essie Mae McNeese and was employed with Chattanoog­a Glass Company for 29 years. He was the former owner of East Ridge Used Appliances and was a member of Glory Road Baptist Church and New Life Baptist Church.

He was preceded in death by his first wife, Betty Phillips McNeese; brothers, Eugene and Clarence McNeese and sister, Dorothy Chambers.

Survivors include: His wife, Jayne McNeese; son, Jimmy (Tina) McNeese; daughters, Sandee (Jerry) James; stepchildr­en, James (Karen) Davies, Connie Johnson, Stephen and Jeffery Davies; sisters, Betty Keel and Jo Ann Grindstaff; several grandchild­ren, greatgrand­children, nieces and nephews.

Reba Olena Shouldiers, of Chattanoog­a, Tenn., went home to be with her Lord and Savior Monday, May 8, 2017. She was 77.

She was a lifelong resident of the Chattanoog­a area and was of the Baptist faith.

She was previously employed with Precision Parachutin­g for more than 13 years and enjoyed spending time outdoors and doing yard work. She had a passion for sewing and quilting and loved going to flea markets and spending time with her family and friends.

She was a loving and devoted wife, mother, grandmothe­r and greatgrand­mother who will be truly missed by all who knew her.

She was preceded in death by her parents, Hubert and Rosie Bowman; husband, D.B. Shouldiers; greatgrand­son, Jayden Willis and brothers, Thomas, Leonard, Quentin and Clarence Bowman.

Ralph Lewis Sizemore Sr., of Chickamaug­a, Ga.,went home to be with his Lord and Savior Monday, May 8, 2017. He was 73.

He was a lifelong resident of Chickamaug­a and attended Chamberlai­n Road Full Gospel Church.

Ralph retired in 2002 after more than 50 yrs. as a truck driver and was a loving husband, father, grandfathe­r and brother, who will be greatly missed.

He was preceded in death by his parents, Ezra Starling and Ethel Gertrude Wright Sisemore; son, Ralph Lewis Sizemore Jr. and brothers, Allen James Sisemore and Johnny Sisemore.

Leo Charles “Pappaw” Lovett, of Rossville, Ga., peacefully passed away at home Monday May 8, 2017.

He was retired from Ortmier Machinery and a member of Green’s Lake Church of Christ.

He enjoyed camping as a member of “Good Sam’s” camping club, as well as Girl Scout CoTroop Leader with his precious wife Reba.

He is preceded in death by his wife, Reba; daughters, Linda Poyner and Liz Caudle; sons-in-law, Ken Poyner, Dennis Hill and John Caudle.

Leo was devoted to his family and he is survived by his children, Annette Hill, Gina (Fred) May, Chuck (Emily) Lovett; sister, Mary Violet Garner; brother, Joe Lovett; grandchild­ren, Shelly (Joe) Adams, Steve (Donna) Poyner, Melodie (Mike) Payne, Scarlet Elliot, C.J. William James Williams, 92, Ringgold

William James Williams, of Ringgold, Ga., passed away Monday, May 8, 2017. He was 92.

He was originally from Greensburg, Pa., but had lived in the Atlanta, Ga. area for most of his life and was a lifelong Methodist.

He was a Navy Veteran having served during W.W. II, a man who never turned down food and retired from Neville Chemical in Pittsburgh, Pa. after working for more than 50 years as a Chemist and Technical Sales Manager.

Mr. Williams attended Bucknell University, loved sports, traveling, and was the oldest Atlanta Braves Season Ticket Holder and biggest fan.

He was completely devoted to his family and absolutely adored his grandchild­ren.

He was preceded in death by his parents, James and Rose Williams; wife, Nancy Wine Williams and brother, Nicholas Williams.

Survivors include: His daughter and sonin-law, Wendy and Rev. Dr. John Brantley of Ringgold, Ga.; three grandchild­ren, Frances, Luke and Susanna and numerous extended family and friends.

Frances Charlene Byous, 68, Rossville

Frances Charlene Byous, of Rossville, Ga., went home to be with her Lord Wednesday, May 10, 2017, in a local hospital. She was 68.

Frances was born on Oct. 2, 1948, in Jamestown, Ala., to the late Henry Lee and Burma Lee Vaughn. She had spent the greater part of her life in the Chattanoog­a area, was a member of the Rossville Baptist Tabernacle, sang with the Vaughn Sisters for twenty years, and had worked as a C.N.A. at NHCRossvil­le.

Frances was preceded in death by her husband, Charlie Byous in 2010 and three brothers, Wayne, Herb and Randy Vaughn.

Survivors include: Her sisters, Linda Harris, Hixson, Tenn., Shelby Kennett, Ft. Oglethorpe, Ga. and Glenda Meadows, Rossville, Ga.; brother, Charlie Vaughn, Rock Spring, Ga.; numerous nieces, nephews and cousins and her Yorkie, Harley.

Elizabeth Ann “Liz” “Sue” Burns, 70, East Ridge, Tenn.

Elizabeth Ann “Liz” “Sue” Burns, of East Ridge, Tenn., went home to be with the Lord Tuesday, May 9, 2017. She was 70.

Mrs. Burns had lived in Saluda, N.C. before her and her husband moved to the Chattanoog­a and East Ridge area in 1969 to attend Tennessee Temple Bible College. While in Chattanoog­a the Burns’ started their family and watched them grow and have children of their own. Mrs. Burns loved her family, her children and her grandchild­ren. She loved the mountains and the peacefulne­ss of the outdoors.

Mrs. Burns was intelligen­t, loving, unique, true and faithful. She was loved by her family and friends and she will be dearly missed.

She was preceded in death by her father, Mack Bradley.

John Allen Lawrence Sr., 70, LaFayette

John Allen Lawrence Sr., of LaFayette, Ga., passed away Sunday, May 7, 2017. He was 70.

A native of LaFayette, he was born April 2, 1947, to the late J.L. Lawrence and Emma Black Lawrence.

He was a veteran of the U.S. Army and an active member, teacher and deacon at Ridgeway Baptist Church. He retired from Roper Corporatio­n and enjoyed fishing and golfing.

Survivors include: His loving wife of 51 years, Doris Kilgore Lawrence; sons, John Lawrence Jr., (Sherry), Jacob Lawrence (Jennifer), Josh Lawrence (Lisa) and Jason Lawrence (Danielle); 15 grandchild­ren, 10 greatgrand­children; sisters, Ellen “Jo” Barrett and Carol “Tadd” Thomas (Robert) and several nieces and nephews.

Margaret Bagley, 91, Chatsworth

Margaret Bagley, of Chatsworth, Ga. and formerly of LaFayette, Ga., passed away Sunday, May 7, 2017, at Hamilton Medical Center. She was 91.

She was born in Silver Creek, Ga., Feb. 27, 1926, the daughter of the late Frank Fricks and Sarah Tolbert Fricks.

She was one of Jehovah’s Witnesses.

Margaret was preceded in death by her husband, Walter R. Bagley, in 2013; and five brothers and two sisters.

Survivors include: Her two daughters, Gloria and John Trammell of Chatsworth, Ga. and Eunice and David Lindsay of Cohutta, Ga.; grandson, Jonathan and Melanie Trammell of Crandell, Ga.; step granddaugh­ters, Jill and Jimmy Manley of Johns Creek, Ga.; Rebecca and Jerald Boyce of Cohutta, Ga.; three step greatgrand­children; nieces, nephews and many other family members and friends.

Mrs. Ethel Mae Stanley, of LaFayette, Ga., passed away Wednesday, May 10, 2017. She was 91.

She was a member of Bethel Memorial Baptist Church.

Wanda Dale Poteet, of Calhoun, Ga., went home to be with her Lord and Savior Thursday, May 11, 2017. She was 76.

She was a lifelong resident of the North Georgia area and was a member of New Friendship Baptist Church in Chickamaug­a.

Wanda’s “happy place” was being at Weiss Lake surrounded by her family and friends and just enjoying life. She loved fishing, planting flowers and was passionate

about keeping her yard mowed.

She was previously employed with Standard Coosa Thatcher for more than 40 years and was a loving and devoted sister, wife, mother, grandmothe­r and great-grandmothe­r who will be truly missed by all who knew her.

She was preceded in death by her parents, Robert and Elizabeth Smith; husband, Charles Lee Poteet; daughter, Cindy Smith; son, Chuck Poteet and sister, Joyce Posten.

Earl “Dee” Sims Sr., 79, Rossville

Earl “Dee” Sims Sr., of Rossville, Ga., went home to be with his Lord and Savior Friday, May 12, 2017. He was 79.

He had lived in the North Georgia area for most of his life and was a member of Old Fort Baptist Church.

He retired from Southern Machine Tuftco in 2008 after more than 31 years of service as a Machinist and was an avid Alabama Football Fan “Roll Tide”. He was also a CB Radio enthusiast and was a loving and devoted brother, husband, father, grandfathe­r and greatgrand­father who will be truly missed by all who knew him.

He was preceded in death by his parents, William and Winnie Sims and four brothers, Glenn, Richard, John L. and Clarence Sims.

Survivors include: His loving wife of more than 45 years, Louise Whaley Sims of Rossville, Ga.; seven children; two brothers; four sisters; 12 grandchild­ren; four great-grandchild­ren and numerous nieces, nephews and extended family and friends.

“We have our staff looking at the big picture, evaluating what’s the most fair and equitable way to deal with this,” Payne-Simpkins said. “

Ringgold city manager Dan Wright had a similar conversati­on with his mayor and council that same evening, but explained that the city has a little more time to evaluate the possible hikes.

“Primarily we have to get this in our mind that there are fixing to be some changes when it comes to paying for the treatment of our waste water,” Wright said. “The city of Chattanoog­a a few years ago entered into a consent decree with the Environmen­tal Protection Agency (EPA) at an estimated $250 million. I guess due to the fact that they’ve entered this decree, they’re looking to increase everyone’s rates. About 95-percent of the city’s volume is meter flow...right now we’re at $1.52, and that’s going to $2.18 at a 44-percent rate increase which is for the purpose of paying for these upgrades to Moccasin Bend and their facilities. There’s also another increase that will start hitting us in July where they have recalculat­ed the wheelage rate and treatment charges for 2016, which I believe is allowed by contract... they’re going to divide that total up to $11,038.68 and add it to our monthly bill starting in July.”

Wright added that Ringgold isn’t alone, and that municipali­ties like Rossville, Walker County, Fort Oglethorpe, Trenton, Dade County, and regional customers in Tennessee are looking at the same type of increases.

“We will be meeting with Fort Oglethorpe to see how this is impacting them, and this will be extremely important to how we charge our customers because he have to be able to cover our treatment expenses,” Wright explained.

While city leaders are not excited about raising rates, Ringgold council lady Sara Clark says she understand­s the need where water facilities are concerned.

“We need to think beyond the cost, and we need to think clean water,” Clark said. “Sometimes those systems get really old and things start to breakdown and things start to happen. If we’re going to use their system, we want that system to be up to par. There’s another component in all of this that isn’t just the cost to the city of Ringgold.”

Wright says his staff is already evaluating the situation.

“I’ve asked our finance director and also our waste water director to really put a pencil to this and see how it’s going to effect our budget,” Wright said. “We’re going to see if we’re going to be forced to raise rates and those type of things. We should hear back in two to four weeks how this is going to impact us and our customers.”
