A look at the key components of the new school-funding formula developed by a committee of 16 school officials and introduced by a bipartisan pair of lawmakers.
Percentage of base cost
60% — K-12 teachers. Funded based on pupil-teacher ratios ranging from 20 to 27, using a weighted average of teacher salaries in Ohio. Also includes money for art, music and physical education teachers, plus professional development.
20% — School operations. Funded on a per-pupil basis.
15% — Student support. Includes athletics, safety and security, emotional and social support and technology.
5% — Administration. Includes superintendent, treasurer and technology support personnel.
Funding outside the base cost
• Ensure every low-income 4-year-old has access to high-quality preschool. • Increase the poverty-funding supplement from $272 per pupil to $422 per pupil.
• Fund special education at 100 percent instead of the current 90 percent. • Modify funding for gifted education, help for English learners and bus purchases.
Other recommendations
• Directly fund charter schools, instead of subtracting funding from traditional districts based on where a child lives. Funding amount still to be determined.
• Fund STEM schools directly.
