HIV carrier charged with failing to tell partner
An East Side man has been charged with felonious assault after being accused of failing to disclose to a former partner that he had been diagnosed with HIV.
Carl S. Nelson, 32, had been in a relationship with the woman between August 2015 and July 2017. Court records allege that Nelson had been diagnosed before beginning their relationship.
According to the records, the woman saw prescription medications at Nelson's home and, through research, learned they are used primarily to treat HIV.
On the date the woman ended the relationship, she told police she had confronted Nelson, who confirmed that he was being treated for HIV and was a carrier of the virus.
Records obtained by police from the Ohio Board of Health confirmed the diagnosis.
Failing to disclose an HIV diagnosis prior to engaging in sexual conduct is a second-degree felony.
Two charged with vehicle-loan scam
A Lewis Center woman and an East Side man have been arrested after police said they used false identification documents to obtain loans to buy vehicles.
Jameilla Kibby, 35, of Lewis Center, and Dewayne M. Foster, 36, of the East Side, were arrested last week by Columbus police.
According to police, Kibby and Foster had gone into a local credit union on Wednesday in an effort to take out a $15,000 loan to buy a vehicle. A bank employee believed the identification that Foster provided was fake and called police.
An investigation determined the identification documents had been counterfeited in an attempt to get the loan and open an account at the credit union.
Police believe that Kibby has done the same thing on other occasions, and they are alerting vehicle dealerships and financial institutions.
