Deputies wounded in North Linden shooting identified

The Franklin County sheriff’s office has released the names of the two SWAT deputies who were shot and wounded while trying to serve a probate warrant Tuesday morning at a North Linden residence.

Gary Bourquin, 49, and Marcus Penwell, 43, both of whom were shot in the legs, are continuing to recover from their injuries, according to Maureen Kocot, a spokeswoma­n for the agency.

Bourquin was hired in April 2002 and Penwell in September 2003, she said.

Monica Greer Justice 53, was arrested and charged with two counts of felonious assault after a seven-hour standoff that followed the shootings at a home in the 2700 block of Beulah Road.

Justice livestream­ed on Youtube from her basement during the standoff, displaying a bandaged hand and saying she had been shot in the wrist during the incident. Kocot said deputies did return fire, but any informatio­n about whether Justice was injured would emerge during the investigat­ion.

The investigat­ion is being conducted by the Ohio Bureau of Criminal Investigat­ion, an arm of the state attorney general’s office, rather than local law enforcemen­t.

Ohio Gov. Mike Dewine said in June that he wants independen­t investigat­ions of all police-involved shootings or deaths. It was among the reforms he suggested in response to protests that followed the death of George Floyd, who became unresponsi­ve when a Minneapoli­s police officer placed his knee on Floyd’s neck for nearly nine minutes.

Franklin County Municipal Court service bailiffs had been unsuccessf­ul in getting Justice to vacate the property on June 24 after the court ordered her eviction in a landlord-tenant dispute.

Columbus police got the county probate court to issue a civil order to have Justice taken in for a mental-health evaluation, an order that the sheriff’s office SWAT unit enforces.

According to an affidavit filed Tuesday in Municipal Court, the SWAT deputies attempted to enter the home at 8:04 a.m. “and then sustained gunshot wounds from inside the residence.”

The ensuing standoff didn’t end until about 3 p.m., when Justice climbed onto the roof of the residence and was apprehende­d by officers. jfutty@dispatch.com @johnfutty
