An average of 75 bicycles is stolen in Memphis every month and of these the police recover only about 15, Capt. M.A. Hinds said yesterday. He hopes that the new ordinance requiring every bicycle to be registered and licensed will help put a stop to the thefts by helping offices trace the stolen wheels.
