Three companies seeking local property tax incentives would create a total of 52 jobs and retain 216.

The Economic Development Growth Engine (EDGE) Board for Memphis & Shelby County will consider applications for tax breaks — called payments in lieu of taxes, or PILOT — when it meets at 3 p.m. Wednesday at the Better Business Bureau, 3693 Tyndale Drive.

Enclar Pharmacia Inc. seeks a PILOT that, over the course of the nine years, would save the company $627,252 and generate $7.9 million in local taxes, according to an EDGE staff analysis.

The Philadelphia-based company provides hospice pharmacy services. Its two fulfillment centers, one of which is in Memphis, process more than 3 million prescriptions a year, the application states.

Enclar Pharmacia plans to expand production capacity in Memphis and replace outdated technology with a $11.6 million investment at 2525 Horizon Lake Drive. The project would allow the company to retain 216 jobs in Memphis that pay an average of $53,706, excluding benefits.

The company has operated in Memphis more than 10 years, previously as ExcelleRX.

Franklin Sports Inc. seeks a six-year PILOT for its plan to invest $16.4 million, including construction of a 300,000square-foot warehouse on Holmes Road with some frontage on Getwell Road.

The company would add 27 jobs to its existing 60 jobs in Memphis. The new jobs would pay an average of $39,722, excluding benefits.

Franklin Sports has operated its sole distribution center in Memphis since 2003.

The company has an existing 300,000-square-foot warehouse next to the project site and leases another 100,000 square feet elsewhere.

Franklin has outgrown its existing facilities, the application states.

The EDGE staff analysis found that the company would generate $1.4 million in local tax revenue during the six years of the PILOT and save $1.9 million in taxes.

OMO Energy & Technology seeks a 10-year PILOT for a $3 million investment and creation of 25 jobs at 2560 Channel Drive.

The jobs would pay an average of $50,866 excluding benefits, according to the application.

The Maryland-based company would operate a biodiesel plant where it would blend and package lubricants, motor oils and greases.

It would operate out of a 17,375square-foot warehouse at the site.
