WASHINGTON — Students who perform community work under President Clinton’s national service program could qualify for health care and day care benefits while earning money for college tuition. A White House outline of the program, to be unveiled today, includes a $25 billion government takeover of the college loan program. The aim is to make higher education more affordable than it is now.

ALBANY, N.Y. — Gov. Nelson A. Rockefeller is expected to reverse his campaign stance Tuesday with an announcement that he will become an active candidate for the Republican presidential nomination. In a brief statement, the governor’s press secretary, Leslie Slote, said Rockefeller would hold a nationally televised news conference at 10 a.m. in the New York Capitol Tuesday “concerning his political plans.”

WASHINGTON — President Roosevelt notified John L. Lewis and his United Mine Workers last night that unless all the striking soft coal miners are back at work tomorrow morning he will dispatch troops to the mines and possibly nationalize them. More than 77,000 miners in 5 states have walked off the job.

The board of education voted unanimously last night to permanently ban the teaching of German in Memphis city schools.

One of the most beautiful weddings of the season took place last night at the Fontaine home on Adams Street, when Mr. and Mrs. Noland Fontaine gave their daughter, Virginia, in marriage to William Carlile of Louisville. The lovely home was thronged with 800 guests from Louisville and the Memphis area.
