WASHINGTON — Vince Foster, President Clinton’s deputy legal counsel, was found dead Tuesday night in a roadside park from an apparently self-inflicted gunshot wound, White House officials said. Foster was the No. 2 White House lawyer, serving under Bernard Nussbaum. He had been a partner with Hillary Rodham Clinton at the Rose Law Firm in Little Rock and had moved to Washington when Clinton became president. Foster’s death stunned White House officials, who said they were unaware of anything that might have caused him to take his own life. But sources who knew Foster said he had been upset by negative publicity about the administration and his own role in it.

It will cost more to drive in Memphis next year if a proposed ordinance now being prepared is passed by the City Council. The council is expected to vote on a proposed ordinance this month that would increase the cost of car inspections but reduce the number from three to two a year. The same proposal also calls for inspections and city licenses for some cars whose owners live outside the city limits. The two inspections would cost $2 each. The three checks now required cost $1 each. Lewis R. Donelson III, head of the council’s finance committee, said automobiles driven on city streets four or more times a month would be required to have the inspection stickers and $10 city license decals. Officials in outlying towns such as Millington have threatened to slap inspection fees on Memphis motorists if the council requires stickers for out-of-town residents’ vehicles.

Memphis has a severe ice shortage caused by lack of distribution facilities. “There’s plenty of ice here but we can’t deliver it because our mules just can’t take this hot weather,” Charles Goodrich, president of Home Ice Co., said.
