Goals for Memphis board member Larry Papasan has been named chairman of the Goals for Memphis annual fundraising campaign. Papasan, president of Smith & Nephew Richards Inc., serves on the boards of Lemoyneowen College, the Mid-south Minority Purchasing Council and the Plough Foundation. He is also past chairman of the United Way of Greater Memphis and past president of the Memphis Kiwanis Club and Junior Achievement of Memphis. The annual campaign kicked off Jan. 12 and runs through March 31. This year's goal of $140,000 will come from local corporations, foundations and individuals. Goals for Memphis attempts to involve citizens in establishing and achieving goals for positive change in Memphis. In 1994 the group tackled the issues of race, education and Downtown development.

Children who enroll in nursery schools, kindergartens and first grades in Tennessee this fall will be required to show proof of vaccination against rubella, or German measles. Dr. William H. Armes, state deputy commissioner of public health, said yesterday the state health department ordered the action to try to head off an epidemic. Local health departments were notified this week of the amendment to the initial regulation, passed in 1967, which required that children be immunized against diphtheria, whooping cough, tetanus, smallpox, polio and red measles.

Expansions made by the Memphis Park Commission during 1944, which included taking over of supervision of concessions at the Fairgrounds from Midsouth Fair Inc., placed the commission in the “big business” category, developments in the City Commission session yesterday indicate. The City Commission authorized a $550,000 budget for the Park Commission for 1945, which is $54,000 more than originally approved for the Park Commission last year.

Washington – Nationwide prohibition by constitutional amendment — the dream for years of those opposed to the sale of liquor — became effective at midnight last night, with the Department of Justice and the Bureau of Internal Revenue, the two governmental agencies entrusted with enforcement of this new law, ready to take drastic action against all violators.

The Board of St. Peter's Orphan Asylum yesterday elected the Rt. Rev. Bishop Byrne chairman after John K. Speed withdrew his name.
