Mayor W.W. Herenton plans to present City Council committees Tuesday with an $8.3 million proposal that would transform the Wolf River Harbor into a major tourist attraction and a retail center as the city prepares to enter the 21st century. The sweeping proposal could make Memphis a port city for the largest steamboat in the country, the American Queen. Details of the plan were discussed last week with several council committee chairmen in preparation for Tuesday’s formal presentation to three council committees.

Construction is expected to begin June 25 on a $22.5 million commercial and office building project just east of the 23-story White Station Tower at 5050 Poplar, developer William B. Clark, announced yesterday. Planned are the 32-story Clark Tower for office space and a connecting seven-story parking garage and commercial building with 1,375,866 square feet of gross space, including parking space for 1,850 cars. A shopping mall under the garage will provide about 100,000 gross square feet, the developer said.

The Memphis Trust Co. has been purchased by John A. Parsons and Associates and has acquired the outstanding notes and contracts of the Memphis branch of American Discount Co., which Mr. Parsons formerly headed. 100 years ago — 1920
