Council considering street project

- By COREY MAXWELL Managing Editor

MINSTER — Council approved a resolution for an improvement project Tuesday night at its meeting which declares it necessary to improve Seventh Street from Main Street past Hamilton Street.

Village Administrator Don Harrod said council will hold an assessment hearing at 6 p.m. on July 6 before the next regular scheduled council meeting.

Harrod said a portion of the cost of the project will be assessed to property owners that live near.

The project will go out for bid in August.

The village is also prepping for minor street resurfacing projects to occur this year.

Harrod said the village has budgeted $330,000 for the projects.

Streets slated to be improved this year include: Stadium Drive, which was last resurfaced in 1985; Green Hills Drive, which was last resurfaced in 1996; state Route 66 access drive, which was last resurfaced in 1998;

Park Place Drive which was last resurfaced in 2001; Savannah Place, which was last resurfaced in 2001; Northcrest Drive, which was last resurfaced in 2000; and the intersection of Cleveland and Seventh streets.

Council Tuesday also passed a resolution honoring Councilor Paul Enneking for his years of service to the village. Enneking is stepping down as councilor, effective at the end of the month, after having served on Minster council for the last 12 years.

He is resigning from his role as he is relocating to Dayton.

A resolution and a plaque were presented to Enneking from Mayor Dennis Kitzmiller and Harrod.

Also Tuesday, Harrod announced that work on the water tower was nearing completion.

Harrod said crews started sandblasting the inside of the stand pipe last week and the sandblasting uncovered 31 holes as well as some deterioration where the standpipe met the bowl. All the holes were welded shut and the deteriorated seam was fixed also. Harrod said crews began re-coating the interior of the stand pipe on Saturday and finished up Sunday. The village has to wait 72 hours for the epoxy to cure and then they can begin disinfecting the tower and testing it before putting in back online for service.

In other business, council:

• Approved the hiring of

Zach Fortman as a seasonal employee for the parks department.

• Heard Harrod talk about

resurfacing the utility building parking lot. Harrod said with asphalt prices rising, the cost of resurfacing the lot has almost doubled, so the village might hold off another year to complete that project.

• Approved 13 invoices

that were over $3,000.

• Approved the May 2021

income tax report. For the month of May, the village showed $400,283.30 in receipts, bringing the village’s total for the year to more than $2.1 million.

• Heard Harrod say that crews from the public works department replaced the concrete sidewalks on the Third Street bridge two weeks ago. he said the sidewalks and curbing on the bridge had begun to deteriorate.

• Heard Harrod say that

new diving boards for the pool were scheduled to be delivered on Wednesday. The village had originally ordered 16-foot diving boards but the company sent 14-foot boards by mistake. Harrod said those diving boards were too short and could not be installed. Keeping with the pool, Harrod added that the slide needs to be electrical bonded and in order for it to get bonded, a set of drawings needs to be prepared and submitted to the state so they can complete an inspection.

• Harrod said wind screens

for the pickleball courts have been ordered and he expects those to be delivered in three to four weeks.
