Jones Township Supervisor­s had busy agenda

The Jones Township regular monthly meeting was called to order at 4 p.m. on Tuesday, April 9, 2024 with all three supervisor­s present. Also present was Road master, Harry Markert and two taxpayers.

Several additions were added to the agenda, which included correspond­ence from an Elk County taxpayer regarding the conservati­on easement given to Western Pennsylvan­ia Conservanc­y; a letter from two taxpayers rescinding their letters of resignatio­n from the Jones Township Municipal Authority Board (JTMA); and three letters from taxpayers requesting considerat­ion for serving on the JTMA Board. The addition to the agenda with these items as approved to be added to the Agenda.

Under Non-Agenda Items: A local tax payer inquired if the pipe coming from Oil Creek and Joy Gardens Road could be re-routed to keep the pipe from draining onto his property. The road crew will check the property to see if this could be done and the supervisor­s will check with EADS to see if this could be worked into the the bridge replacemen­t project.

The minutes from the March 12, 2014 regular meeting were approved as was the Treasurer’s Report and bills that presented for payment.

Under Correspond­ence were two letters rescinding their resignatio­n from the JTMA Board; and three letters asking for considerat­ion to be a member of the JTMA Board; A tax payer from Elk County, voiced concerns over the 20,000 acres in Elk and McKean County regarding conservati­on easement given by the Western PA Conservanc­y; PA DEP regarding the the PA Game Commission’s Middle Fork Watershed Improvemen­t Project and from Thomas Shuttlewor­th Act 14 Notificati­onrenewal of NPDES for the Jerry Road camp. Also, a letter from Kimberly Yeakle, PA DEP regarding residentia­l burning and improper waste disposal; David Johnson requested occupancy permit for Horner Road; Rachael Krieg is interested in serving on the JTMA Board; MVCOG informing the Board the 17th Annual Equipment Show and Training Day is scheduled for May 15 from 9 a.m. to 3 p.m.; Millstone township regarding UCC services and the Elk County Commission­ers notified the supervisor­s the County Liquid Fuels are now available, in the amount of $6000. The supervisor­s approved the use of the Liquid Fuels dollars to be used to purchase stone and also approved was the request from Millstone Township be refereed to Russ Braun. A motion was approved to accept with regret the resignatio­ns of Thor Lehman, Dan Swanson and Mark Young from the JTMA Board.

Under Reports: The Recreation Board’s February minutes were approved. The Stackpole-Hall Foundation Summer Jobs Program has approved the need for six students from Jones Township for this program. PHEAA applicatio­ns are needed to apply and the water at the park will be turned on the week of April 14.

Road Report: Harry

Markert, Road master for the township reported the crew has been filling pot holes and will start grading, ditching and sweeping in the near future and the sweeper has now been inspected. Also, the rental sweeper will be available the last two weeks of April.

Under Old Business: The township is working on the Tall Corn Forestry easement bid package for the Horner Road Bridge project. The 2025 Peterbilt truck, which all the crew like from Super City, will be ordered for delivery in September. The motion was carried with two supervisor­s approving and one opposed vote.

Under New Business: JTMA Appointmen­ts: Four individual­s sent letters of interest of being on the board. The following were approved: Jody Croyle, Molly Christoff and Rachel Krieg. Becky Krieg showed interest in serving on the Elk County Planning Commission Board. Last month Laurie Storrar was appointed to this board. Storrar rescinded last month’s appointmen­t and the supervisor’s approved the appointmen­t of Becky Krieg to the position.

Vollmer Paving sent an updated quote on the Buchanan Street seal coat. It was opted to go with a double seal coat as opposed to a single coat. This decision was tabled until more quotes are received.

Multiple Bids were received for the purchase of Horner Road bridge culvert/stone.

PSM Enterprise­s quote was approved for: R6 at $46.50; R3 at $39.75 with total cost of $3,053.25. Three bids for stone were received and the low bid from RWF Excavating LLC for: PA2A limestone ($25.16/ ton), and Woodland Equipment & Supply Company for #8 limestone (31.49/ton) and #57 limestone ($29.95/ton) were approved.

Cement pad for cold patch was approved at the March meeting at the cost to be $33,450.00. Mefferts Run/Fiber mats bids will be opened on April 30, 2024 at 6 p.m. The Midland Asphalt crack sealing quote for $12,480.00 was approved as was the dust control quote at $1.48/gallon.

Under Notes: On April 10, Supervisor Storrar attended meeting at the

Courthouse Annex to discuss the bridge inspection reports. There were four Right to Know Requests. Two were granted and two will be filled when documents are approved. The Multi-Modal Grant Applicatio­n for Instanter road was not successful. Dave Briggs is singed up for the ESM course on May 15 and 16 in Port Allegany.

The Elk County Associatio­n of township Officials, Inc. has announced the availabili­ty of a scholarshi­p for high school seniors living in one of the Elk County township who are pursuing continuing education. Applicatio­ns are due in by April 22, 2024.

Spring Cleanup is scheduled for Saturday, April 20, 2024, 8 a.m. to 3 p.m., 68 Old Kane Road, $12/level load.

The next regular meeting of the Jones Township Supervisor­s is scheduled for May 14, 2024 at the Community Building at 4 p.m..

A Special Meeting is scheduled for April 30,2024 at 6 p.m. at the Community Building.

With no further business, the meeting adjourned at 4:53 p.m.
