The National Transportation Safety Board says three people were on board the four-seater.

A medical helicopter also responded to the scene.

No names have been released and the cause is under investigation.

Norwich — Police are seeking the public’s help to identify a man who was found dead in the Shetucket River on July 22.

The man is described as being around 6 feet tall, weighing roughly 200 pounds and between 45 and 60 years old. He had brown eyes, medium-length brown hair and a brown-gray beard, police said in a news release issued Friday.

He was found wearing tan cargo shorts with a size 34 waist and an extra-large, olive-colored plaid, button-down, short-sleeve shirt.

His body was reported floating in the Shetucket River at 8:37 p.m. July 22 in an area just off of Hamilton Avenue, near Palmer Street, by two people fishing in the area. He appeared to have been dead for a period of time, police said.

The official cause of death still is undetermined, pending further results from the state Office of the Chief Medical Examiner, though police say no foul play is suspected.

Anyone with information regarding the identity of this person is asked to call Investigator Steven Schmidt or Investigator Christopher Hawrylik at (860) 886-5561, ext. 6, or the Norwich Police Department’s anonymous tip line at (860) 886-5561, ext. 4. for a report of a car taken without the owners’ permission.

Police said in their report that David H. Tiffany, 21, of 120 Sterling Road, Lyme, was “highly intoxicated” the previous evening and found an unlocked vehicle to sleep in. In the morning, he drove the vehicle back to the establishment where he was a patron the previous evening. The report did not disclose the location of the establishment.

Police said he then returned the vehicle to the owners and remained on scene. After an investigation, police determined that Tiffany had stolen a Chevrolet Suburban, according to the police report.

Tiffany was released on a $500 nonsurety bond and is scheduled to appear Aug. 18 in New London Superior Court, the report states.
