Officials want another chance to market downtown Norwich house.

City took ownership of N. Cliff St. home in tax foreclosur­e

Norwich — A committee assigned to receive developmen­t proposals for a rundown single-family house at 19 N. Cliff St. will ask the City Council on Monday for a second chance to market the house after no proposals were received last month.

The city took the two-story, three-bedroom house in a tax foreclosur­e in June 2016, and turned over its dispositio­n to the Board of Review of Dangerous Buildings, acting as the 19 N. Cliff St. Committee of Sale. The committee had hoped to receive developmen­t proposals as part of the city’s urban homestead program, in which interested parties would propose acceptable renovation plans, rather than a purchase price.

The committee held a special meeting Tuesday after receiving no responses to the city’s first request for proposals and voted to ask the City Council to put out a second request.

James Troeger, city director of inspection­s and staff liaison to the committee, said at least two parties have come forward since last month, and the committee hopes to spread the word better the second time to generate more interest.

Troeger said if the council agrees to the request, rather than hosting an open house as has been done at other houses, he would schedule tours of the house by appointmen­t. Interested parties can reach him at the building office by phone at (860) 823-3745 to arrange appointmen­ts.

Typically, the RFP would require responses within 30 days of the initial advertisem­ent.

The 1,218-square-foot house would need a total interior renovation, Troeger said, but its structure is sound. Unlike many downtown urban houses, it has a small backyard and off-street parking for two cars.

“It will take a lot of work,” Troeger said.
