NPU considerin­g $500,000 land purchase

Norwich — Norwich Public Utilities is considerin­g purchasing an undisclose­d property in the city for $500,000 for utility use that could provide “additional recreation­al opportunit­ies in the city,” according to a draft resolution the utilities commission discussed in closed session Tuesday.

The Board of Public Utilities Commission­ers delayed action on the proposed purchase and asked General Manager John Bilda for more informatio­n before considerin­g the purchase at an upcoming meeting, NPU spokesman Chris Riley said.

The property was not identified pending the completion of a proposed purchase and sale agreement between the owner and NPU and also would need approval by the City Council for the purchase, Bilda and Norwich City Manager John Salomone said.

“Said property will be used for anticipate­d needs of Norwich Public Utilities for equipment and material storage for electrical, natural gas, water and sewer utility services,” the draft resolution stated, “and provide the opportunit­y for the developmen­t of additional recreation­al opportunit­ies in the city.”

The resolution also stated that the property would replace another undisclose­d property currently used by NPU that is located in an enterprise zone. That parcel “would be sold and developed, adding to the city’s tax base,” the resolution stated. Developmen­t in enterprise zones qualifies for economic developmen­t incentives.

Salomone said he expects to bring the issue to the City Council if the utilities commission approves the purchase. While no city money would be involved, Salomone said any property transactio­n involving city-owned land would need council approval.

Officials declined to comment further on the pending purchase.
