Groton City Michael E. Prater, Jr., 48, of 107 Benham Road, No. 6, was charged Friday with first-degree failure to appear in court.

Groton Town Arnould Bernier, 43, of Randolph, Mass., was charged Sunday with driving under the influence of alcohol or drugs, failure to drive in the proper lane, possession of drug paraphernalia, possession of less than a half ounce of marijuana and interfering with a police officer.

Rebecca L. Starr, 33, of 226 Wylie School Road, Voluntown, was charged Saturday with disorderly conduct and interfering with an emergency call.

Brayden Barboza, 19, of 32 Ruth Drive, Plainfield, was charged Saturday with failure to obey a traffic control signal, driving with a suspended license and two counts of second-degree failure to appear in court.

Brian S. Lowe, 63, of 28 Quincy St. was charged Thursday with third-degree assault and second-degree breach of peace.

James B. Scott, 50, of 646 Colonel Ledyard Highway, Ledyard, was charged Thursday with third-degree assault, second-degree breach of peace and third-degree criminal mischief.

Kelvin K. Ballester, 24, of 82 Longview St., No. 8, Waterford, was charged Thursday with fifth-degree larceny.

Kathryn E. Kenton, 27, of 44 Middlefield St. was charged Thursday with driving under the influence of alcohol or drugs, failure to drive in the proper lane and failure to signal a turn.

Daniel A. Wollenhaupt, 34, of 89 Ohio Ave. was charged Wednesday with second-degree failure to appear in court.

Stonington William O. Rockwood, 69, of 16 Richmond Lane, Mystic, was charged Sunday with violation of conditions of release.
