Groton City Sean Sutherland, 35, of 22 Benham Road was charged Wednesday with driving when registrati­on or license is refused or suspended and speeding.

Groton Town Robert W. Valentine Jr., 49, of 5 Hillside Drive, Gales Ferry, was charged Sunday with driving under the influence of drugs, failure to drive in the proper lane and failure to signal turn properly.

Daniel Eagan, 29, of 70 Cutler St., No. 2, Stonington, was charged Sunday with failure to have tail lamps and driving under the influence of alcohol or drugs.

Joseph V. Foltz, 23, of 92 Peters Drive was charged Sunday with driving under the influence of alcohol or drugs, failure to obey control signal and possession of narcotics.

Scott A. Panganiban Jr., 19, of 180 F St. was charged Oct. 21 with third-degree strangulat­ion, second-degree breach of peace, second-degree reckless endangerme­nt and second-degree unlawful restraint.

Allen M. Thibodeau Jr., 38, of 871 Long Cove Road, Gales Ferry, was charged Oct. 21 with driving under the influence of drugs or alcohol, making an improper turn, failure to drive in the proper lane, driving with a handheld telephone/mobile electronic device and distracted driving behavior.

Norwich Emile Tsuma, 35, of Corrigan-Radgowski Correction­al Center was charged Tuesday with two counts each of violation of a protective order and first-degree criminal trespass and one count of second-degree threatenin­g.

Carl Sheppard, 61, of 11 Bolles Court, Quaker Hill, was charged Sunday with driving an unregister­ed motor vehicle, driving under the influence of alcohol or drugs and failure to drive right.

Jubilee Garay, 23, of 219 Broadway, No. 2, was charged Wednesday with second-degree failure to appear in court.

Waterford Michael Tatro-Couture, 32, of 2 Terrace Ave., New London, was charged Tuesday with fifth-degree larceny and illegal use of credit card.

Timothy Johns, 32, of 4 Josan Drive was charged Tuesday with second-degree failure to appear in court.
