Matthew Tulba, 23, of 4 Sunnie Crest Drive, Waterford, was charged Sunday with driving under the influence of alcohol or drugs and failure to use headlights.

Hank Fleetwood Jr., 18, of 206 Nautilus Drive, Apt. 2, was charged Sunday with third-degree assault, disorderly conduct and possession of marijuana.

Norwich Stephanie Pepin, 33, of 9 Arcadia St. was charged Sunday with possession of narcotics, possession of drug paraphernalia, possession of marijuana paraphernalia and simple trespass.

Christian Rodrigues, 28, of 16 S. D St. was charged Sunday with interfering with a police officer and failure to submit to fingerprints.

Vijay Rodrigues, 27, of Wethersfield, was charged Sunday with driving under the influence of alcohol or drugs and interfering with a police officer.
