Neil P. Huband, 34, of Canterbury was charged July 23 in Old Lyme with second-degree failure to appear in court.

Providence (AP) — A Rhode Island club closed by authoritie­s after it was linked to a homicide is being allowed to reopen under certain conditions.

The state Department of Business Regulation on Wednesday granted Club Seven a stay of the revocation of its license pending an appeal.

But the club must close at 11 p.m. rather than 2 a.m. and must have a police detail on weekends.

The Providence Board of Licenses voted last week to revoke the club’s license after it was linked to the June 30 stabbing and beating death of Stephen Cabral in the parking lot of a nearby pharmacy. Police say the 28-year-old North Providence man as well as several suspects had been in the club.

A club attorney has said the club had nothing to with Cabral’s death.
