GRAND JURY CHARGES 16 IN HARTFORD DRUG RING

A federal grand jury has charged 16 people with drug and gun crimes associated with a Hartford gang that distribute­d heroin, fentanyl and cocaine across the Hartford region and as far north as Maine and upstate New York.

Federal prosecutor­s identified Luis “Louminaty” Feliciano, 38, of East Hartford as the leader of the drug ring. They said he sold drugs to Marsha Watson in Bangor and, in Schenectad­y, to Jeremy Ozuna and Robert Valle. Feliciano was arrested on April 13, 2022, after searches of his East Hartford residence and a Hartford apartment he used to store drugs revealed more than three kilograms of heroin, approximat­ely 700 grams of fentanyl, quantities of crack and powder cocaine, and 40 rounds of ammunition.

The other defendants have been detained in state custody, or were arrested by members of the FBI’s Northern Connecticu­t Gang Task Force after the indictment was returned.

The others arrested are: Jose Tirado, 41, Carl Jones, 41, Luis Robles, 25, Milton Rosario, 39, Angel Delgado, 58, Martin Maldonado, 33, Devin Texira, 25, Joshua Rodriguez, 31, Jose DeLeon, 41, Heriberto Gilliard, 34, and Christophe­r Gilliard, 34, all of Hartford, and Roberto Diaz, 52, of West Hartford. The indictment charges Feliciano, Tirado, Jones, Robles, Diaz, Rosario, Delgado, Maldonado, Ozuna, Valle and Watson with conspiracy to possess with intent to distribute, and to distribute, controlled substances. Felciano, Jones, Tirado, Rodriguez, Delgado, Deleon, Robles and Gilliard are charged with one or more narcotics distributi­on offenses and other charges.
