MIN­NE­AP­O­LIS» Tar­get Corp. is end­ing the Cart­wheel Perks re­wards pro­gram that it be­gan test­ing in five mar­kets last year.

The Star Tri­bune re­ports that the pro­gram was part of the com­pany’s Cart­wheel app, which pro­vides in­store shop­pers with dig­i­tal coupons for ex­tra sav­ings when they check out. The Cart­wheel app will re­main oth­er­wise in­tact.

The re­wards pro­gram was tested in Den­ver, Hous­ton, San Diego, St. Louis and Raleigh-Durham, N.C. Cus­tomers in those mar­kets will have un­til Aug. 27 to earn points and un­til Oct. 27 to re­deem any re­ward of­fers.

WASHINGTON» The Trea­sury De­part­ment is im­pos­ing a $2 mil­lion fine on Exxon Mo­bil Corp. for show­ing “reck­less dis­re­gard” for U.S. sanc­tions on Rus­sia while Sec­re­tary of State Rex Tiller­son was the oil giant’s CEO. The sanc­tions breach on Tiller­son’s watch raises sig­nif­i­cant ques­tions about his abil­ity to cred­i­bly en­force sanc­tions and to per­suade Euro­pean coun­tries to keep do­ing so. Exxon is also su­ing the U.S. govern­ment to stop the fine.
