Maui man arrested for breaking quarantine
Bail was set at $4,000 for a 64-year-old Maui man who was arrested Tuesday for violation of quarantine rules and orders and unsworn falsification to authorities, police said.
Police said that on Dec. 11, Phillip Baloran arrived on Maui from San Francisco but did not have a negative, pre-travel COVID19 test and was subject to quarantine until his scheduled departure date of Dec. 14.
Records show Baloran checked himself into a hotel to quarantine, but checked out after just one day, police said.
Baloran provided hotel staff a Wailuku address where he would be relocating. Police were notified and conducted follow-up checks at the address Baloran gave hotel staff. He was not there.
Investigators also contacted the homeowner at the address, who said Baloran was being allowed to quarantine at the residence. The homeowner warned Baloran to remain in self-quarantine, however he left the residence multiple times, police said.
Police located Baloran and placed him under arrest.
On Thursday, a 67-year-old woman formerly of Maui also was arrested for violation of the rules and orders of the travel quarantine, police said.
Police said that the woman traveled from San Francisco to Maui on Tuesday and did not have a negative pre-travel COVID-19 test nor an approved location to quarantine at.
She was taken into police custody without incident.
She also voluntarily elected to leave Maui and made arrangements for a location to quarantine on Oahu, police said.
