Man released from jail, ordered to register as a sex offender

WAILUKU — A man was ordered to resume registerin­g as a sex offender, as he was released from jail after 30 days and placed on four years’ probation Wednesday.

Quick Silva, 62, was warned that he would face more serious consequenc­es if he reoffends.

“For someone named Quick, sometimes you don’t act too swift,” 2nd Circuit Judge Rhonda Loo said in sentencing Silva. “As a sexual offender, not once but twice, you should be well aware of the reporting requiremen­ts. There are no excuses.”

Appearing by videoconfe­rence from the Maui Community Correction­al Center, Silva pleaded no contest to failing to comply with sex offender registrati­on requiremen­ts from Jan. 1 to Oct. 14, 2019.

When he last registered, Silva

reported he was homeless in the Kanaio area, but he couldn’t be found in that location, said Deputy Prosecutor J.W. Hupp.

He said Silva has a criminal history dating to 1982, with his most recent conviction for abuse in 2010. Silva was convicted of sexual offenses in 2004 and 1984, Hupp said.

Judge Loo followed a plea agreement between the defense and prosecutio­n in sentencing Silva.

“But for the fact that your last real brush with the law was in 2010, you would be doing some serious jail time,” she said. “Next time you break the law, you’re going to go from Silva to bronze. You can showcase your medals at Halawa or OCCC.”

Silva was ordered to perform 200 hours of community service as part of his probation.
