Authorities have not named three officers involved in shooting
SAN MATEO — An allegedly armed man who was shot and killed by California Highway Patrol officers in a confrontation last week on Highway 101 has been identified by the San Mateo County Coroner’s Office as Luis Fernando Pacheco, 25, of San Jose.
Authorities, however, have yet to identify the three officers involved in the shooting, which occurred at about 5:30 p.m. Friday.
The officers encountered Pacheco while responding to a report of a collision on northbound Highway 101 near Highway 92. One witness told this newspaper that a black pickup truck passed him at a high rate of speed on the shoulder and that he later drove by a wreck involving what appeared to be the same vehicle and another pickup truck.
Pacheco was allegedly armed with a handgun and trying to carjack the driver of one of the vehicles involved in the collision, according to the San Mateo Police Department, which is investigating Pacheco’s alleged criminal actions leading up to the shooting.
The officers ordered Pacheco to drop the weapon and attempted to negotiate with him, police said. When these “significant efforts” to de-escalate the situation failed, the officers opened fire to protect themselves, according to witnesses at the scene and other motorists on Highway 101.
CHP and San Mateo officers immediately rendered first aid, but Pacheco died at the scene, according to police.
Police said the victim of the attempted carjacking was uninjured beyond a complaint of pain from the collision.
In addition to the San Mateo Police Department probe, the San Mateo County District Attorney’s Office is investigating the legality of the shooting and the California Highway Patrol is conducting an administrative probe of its officers’ actions.
