Guizhou attracting Big Data cooperation opportunities with enterprises in the U.S.

On August 11th, the promotion event of Guizhou Comprehensive Pilot Zone for Big Data China was held at San Jose, California, leaded by Qin Rupei, executive deputy governor of Guizhou People’s Government. Guizhou has shown the advantages of marketing at more than hundreds of billion Yuan, flexible special policies and diversity of development resources for bright future and delivered the extremely attractive cooperation invitation to the U.S. enterprises. Nearly 200 enterprises in the high tech and big data fields attended to this promotion and expressed highly interests in cooperation with Guizhou in China.
Deng Fanhua, the Vice Consul General at Consulate General of the People’s Republic of China in San Francisco, came all the way to attend the event to cheer up for the rapidly developed area in the big data field for the past few years. He expressed his surprise of the fast development in the big data field at Guizhou and would continuously take efforts to bridge the cooperation between Guizhou and the U.S. enterprises.
Ecological environment is the “sharp weapon” for attracting investments
At the promotion, Qin Rupei was introducing Guizhou with full passion and confidence. In his point of view, it is worthwhile being proud for Guizhou’s continuously fast development in economy with the increasing speed ranking the third in China, especially as a leader of China in the big data development with world class reputation, even it used to be less developed area with high population of poverty.
According to his introduction, Guizhou’s great ecological environment, which has been silent for thousands of years, is the given advantage as the sharp weapon to attract Qualcomm, Apple, IBM, Intel, Dell, Alibaba, Huawei and many other well-known world class high tech enterprises to land at Guizhou.
During 2017 China International Big Data Industry Expo in Guiyang, the provincial city of Guizhou, Guiyang signed a cooperation memorandum with University of California, Berkeley, including six contents, for example talent training and achievement exchange, and will launch detailed cooperation on all aspects.
On July 12th 2017, Guizhou People’s Government and Apple Corp. signed “iCloud strategic cooperation agreement” to build the Apple iCloud data center at Guizhou. Apple elected a Guizhou company as the only vendor for iCloud to improve the user experience and actively explore the market in China. This is also a new mode for cooperation between international giants and China based on the open investment environment.
Americo Lemons, the Exclusive Vice President at Qualcomm said in 2016, Qualcomm established a joint venture with Guizhou to develop high-end server chips. By the end of this year, it will be in production demo for chip manufacturing and enter to the market by the next year. Guizhou, with the development engine of big data, is open for many aspects. During the promotion, Kang Keyan, the Vice Director at Guizhou Big Data Development and Management Bureau, introduced development situations of the fundamental facility construction, promotion applications and industrial training etc. to the U.S. enterprises and high tech talents, in his 10-min speech.
Guizhou has been developing in the big data field for four years and became the top level national network joint point in China and China’s e-government national south joint. With the continuous support of Guizhou’s improving policy, many unicorn companies like Huochebang (i.e. Truck Alliance Inc) and innovation startup companies like Baiyunshang launched, and an industrial ecological chain with core of data purge, data processing, data exchange was created.
In Guizhou, big data has been applied to various professions and fields, and deeply affected every aspect of the society and therefore Guizhou was called the “experimental field” for big data enterprises.
When talking about the opportunities for U.S. enterprises to invest in Guizhou, Kang Keyan focused on introducing that Guizhou is implementing “Big data+ industrial deep combination movement plan”. According to this plan, Guizhou will foster some digitally improved demonstration enterprises in every traditional fields in the next few years to form a mode to apply to all fields. By improving companies with digital, intellectual and networking upgrades to create a large market. If the U.S. high tech enterprises participate, then they will be booming in all aspects like business marketing and enterprise influence.
The CEO of an U.S. enterprise, Quest, Brent Gorda, was apparently attracted by Guizhou. He said “today’s promotion motivated us to passionately desire to build connection of communication with enterprises in Guizhou and explore more winwin development opportunities.”
Guizhou opportunities in the view of the U.S. enterprises
One director from Qualcomm considered Guian New District as a place fulfilled of innovation. Qualcomm considers Guian New District as the bridgehead to explore the market in China. The new marketing and digital future in China is irresistible to him.

The Vice Mayor of Guiyang People’s Government said “We extremely hope the big data enterprises in the U.S. and Silicon Valley will land their China’s headquarter or division in Guizhou and promote business in Guizhou. The Silicon Valley enterprises are welcome to the 2018 Guiyang International Big Data Industry Expo for investment and cooperation opportunities.”
One director from University of California, Berkeley just came back last month from the 2017 China International Big Data Expo in Guiyang. He was very excited about this promotion event, “This promotion event was well-prepared and delivered us a detailed checklist of methods and paths for collaborating with Guizhou. We have been planning to cooperate with Guizhou.”
Qin Rupei explained why they chose Silicon Valley for this promotion event, “Silicon Valley is the well-known innovation cradle to lead the direction of global new economy and high technology development. Guizhou is taking efforts to create “China’s Data Valley” i.e. China’s data economy Silicon Valley, considering innovation as the core value, sharing the same idea of Silicon Valley. We hope to make innovation by working together with friends from Silicon Valley.”
Apple’s Vice President, Lisa Jackson, once said “Guizhou has achieved amazing development and become one of places with most potential in China’s cloud computing and big data fields. Apple Corp. insist the promise to the China’s market to focus on continuing providing the best products and service. We are honored to cooperate with Guizhou and we believe the new cooperation relationship will improve Chinese users’ experience by reducing delay and improving reliability.”
The Chief Scientist at IBM Silicon Valley, Ling Zong, spoke highly of this promotion event. He considers the communication and cooperation between enterprises from China and the U.S. will be the significant focus of simultaneous development for both sides. “We have seen the development potential and blue print in Guizhou. This is a great opportunity for the enterprises in Silicon Valley from the giant market brought by Guizhou. We would love to deepen the cooperation and promote more excellent entrepreneurs and talents to Guizhou for innovation development.”
