“Michael Jackson’s Halloween” is a new animated special that uses Jackson’s pop hits as its soundtrack. The story follows two millennials (voiced by Lucas Till and Kiersey Clemons), who meet “accidentally” on Halloween night and find themselves, along with Ichabod the dog, at a mysterious hotel. 8 p.m., CBS.

The new TV film “Flint” recalls the crisis that shook a nation, and explores how local whistleblowers exposed the truth about the toxic waste flowing through the town’s water supply. The cast includes Betsy Brandt, Marin Ireland, Jill Scott and Queen Latifah. 8 p.m., Lifetime.
