Man jailed for sexual assault of two children

NORRISTOWN >> A 50-year-old Norristown man is headed to prison on charges he molested two children while they were in his care.

Filamon Ramirez, of the 800 block of Tremont Avenue, was sentenced in Montgomery County Court to 3½-to-10-years in a state correction­al facility on charges of indecent assault of minors less than 13, unlawful contact with minors and endangerin­g the welfare of children in connection with incidents that occurred between June and August 2017.

Judge Richard P. Haaz ordered Ramirez to have no contact with the victims or other minors while

under court supervisio­n.

Haaz convicted Ramirez of the charges during a nonjury trial at which Ramirez stipulated to certain facts contained in an arrest affidavit.

With the charges, prosecutor­s alleged Ramirez, who knew the families of the children, touched each child in an indecent manner while they were in his company.

The victims included a 7-year-old girl and a boy who was under 13 years old, according to court documents.

Assistant District Attorney Bridget Gallagher argued for a state prison sentence against Ramirez and asked that some of the sentences run consecutiv­ely to each other to represent the two victims. The judge did impose consecutiv­e prison time.

“They were separate distinct crimes. They were separate victims,” Gallagher argued. “He victimized two minors. He was supposed to be caring for them and instead of doing that he decided to sexually abuse them.”

Gallagher argued Ramirez showed no remorse.

“The impact that it has on the victims is going to be long-lasting and terrible,” Gallagher added.

Ramirez, who was represente­d by defense lawyer Francis Genovese, also will have to report his address to state police when he’s released from prison in order to comply with Pennsylvan­ia’s Sexual Offender Registrati­on and Notificati­on Act.

The investigat­ion, according to a criminal complaint filed by Norristown Detective David Crawford, began in August 2017, when the parents of the girl reported to Norristown police that their child disclosed to them that Ramirez touched her in an indecent manner while she was in his company.

During the subsequent investigat­ion, detectives learned about the underage boy who also reported being touched in an indecent manner by Ramirez.

Each child was interviewe­d by child social workers and disclosed the abuse during those interviews, according to court documents.
