Alleged dealer busted after traffic stop

A man faces drug charges after police, who say he deals narcotics, pulled him over for having tinted windows.

MIDDLETOWN >> A city man was arrested on felony drug charges this week after police, who say he deals narcotics in the North End, pulled him over for having tinted windows on his car.

On Jan. 19, police watching the 400 to 500 block of Main Street for drug activity saw a Toyota with dark windows parked on Main Street for hours, a car identified by numerous residents as belonging to a man who sells narcotics in the North End, the police report says.

Police saw Alan A. Kelley, 54, of Burgundy Hill Lane approach the vehicle, speak on a cellphone, then drive toward the Route 9 onramp, authoritie­s say. The officer tried to pull Kelley over at Exit 18, but he continued driving for an eighth of a mile, the report alleges.

Police, who say they are familiar with Kelley from past investigat­ions into narcotics sales, asked him if he knew why he was stopped and he reportedly said he borrowed the vehicle from a friend.

Kelley told officers he didn’t have anything illegal in his pockets, but a search turned up six loose Oxycontin pills and an empty Xanax prescripti­on bottle that had been filled that day and $100 in cash, police said.

He also reportedly claimed someone had taken the pills from his car but returned the empty bottle. Investigat­ors who examined the car found cut straws and a packet with .1 grams of heroin inside, authoritie­s report.

Kelley was charged with felony possession of narcotics, second offense; felony possession with intent to sell, possession of less than a half-ounce of marijuana and illegal storage of narcotics.

Kelley is a felon on probation who has been convicted for possession of narcotics and of drug parapherna­lia, possession with intent to sell, sale of narcotics, second-degree failure to appear, breach of peace, probation violation, thirddegre­e burglary, first-degree criminal trespass, possession of drugs and interferin­g with a search, many of them multiple times.

Kelley was held in lieu of a $25,000 bond and was to appear in court Jan. 20.
