Why was Capitol not better protected?

I have been thinking about this and I have come to the following unfortunate conclusion:

In addition to President Donald J. Trump, lawyer Rudy Giuliani and Don Trump Jr. shamefully provoking thousands of his supporters, including violent extremists such as The Proud Boys, to go to the Capitol and wage “trial by combat,” the only way that there would not have been sufficient Capitol Building protection (National Guard in riot gear, barricades, with tear gas and rubber bullets at the ready, etc., such as done on June 2, 2020, for a Black Lives Matter peaceful demonstration/march) would be that people appointed by — and/or influenced by — Trump were in charge of making the decisions that should have provided that protection.
