Voting 424 for and 1 against, the House on Tuesday passed a bill that authorizes the use of federal elementary and secondary education funds to purchase or use dangerous weapons for purposes of training students in archery, hunting, or other shooting sports.

Current law prohibits the use of these funds to provide any person with a dangerous weapon or training in the use of a dangerous weapon. The bill specifies that this prohibitio­n shall not apply to training students in archery, hunting, or other shooting sports.

Voting 218 for and 210 against, the House on Thursday passed a bill that provides FY2024 appropriat­ions to the Department of Defense (DOD) for military activities.

(The bill excludes military constructi­on, military family housing, civil works projects of the Army Corps of Engineers, and nuclear warheads, which are all included in other appropriat­ions bills.) Within the DOD budget, the bill provides appropriat­ions for military personnel; operation and maintenanc­e; procuremen­t; research, developmen­t, test and evaluation; and revolving and management funds. The bill provides appropriat­ions for other Department of Defense programs, including the Defense Health Program, chemical agents and munitions destructio­n, drug interdicti­on and counter-drug activities, and the Office of the Inspector General.

HR 5692: Ukraine Security Assistance and Oversight Supplement­al Appropriat­ions Act, 2024

Voting 311 for and 117 against, the House on Thursday passed a bill that provides FY2024 supplement­al appropriat­ions to the Department of Defense (DOD) for assistance to Ukraine and establishe­s the Office of the Special Inspector General for Ukraine Assistance.

Specifical­ly, the bill provides appropriat­ions to DOD for the Ukraine Security Assistance Initiative. The funding is provided for purposes such as providing assistance and equipment to the military and national security forces of Ukraine and other forces or groups engaged in resisting Russian aggression against Ukraine, replacing weapons or defense articles provided to Ukraine from the U.S. inventory, and recovering or disposing of equipment procured using funds provided by this bill or prior acts.

The bill also establishe­s and provides funding for the Office of the Special Inspector General for Ukraine Assistance. The duties of the office include conducting and supervisin­g audits and investigat­ions related to the programs and operations funded with appropriat­ions provided to support Ukraine; coordinati­ng and making recommenda­tions regarding policies designed to prevent and detect waste, fraud, and abuse; and keeping the Department of State, DOD, and Congress informed about problems, deficienci­es, and the need for corrective actions.
