At 5:25 p.m., Feb. 27, Lorain police responded to West 24th Street and Leavitt Road following reports of an unresponsive male sitting behind the wheel of a green mini-van with an infant in the backseat.

Officers discovered Nathan Carroll, 29, in the driver’s seat of a 2006 Chrysler Town and Country located off the roadway and in the tree lawn on Leavitt Road.

According to a Lorain police report, the vehicle had narrowly avoided hitting a large tree in the area.

Officers recognized Carroll to be under the influence of narcotics and appeared

to be suffering from an overdose. Officers removed him and began administering Naloxone while waiting for an ambulance, the report said.

Carroll was arrested and charged with OVI, implied consent, endangering children, driving under suspension and failure to control.

The vehicle Carroll was driving was registered to a Samatha Schigel, 24, who resides in the 2300 block of Westview Court in Lorain, according to the report.

When officers arrived at that residence, the door was answered by a small child who said their mother was upstairs, the report said.

After officers called upstairs, a female who identified herself as Schigel came downstairs and appeared to be under the influence of a narcotic, according to the report.

Schigel told officers that she and Carroll had both snorted a powder that she believed to be heroin, the report said. Shortly after snorting it, Schigel said that Carroll left the residence in the Chrysler to get something to eat.

After losing consciousness several times during her conversations with Lorain police, it was determined that Schigel also was suffering from an overdose and officers called for a second LifeCare ambulance and administered Naloxone, the report said.

Schigel was arrested and charged with endangering children.

Lorain County Children’s Services were called to the scene for the three children at home at the time of the incident, including the infant in the back of Carroll’s car, the report said.

Officers discovered 0.2 grams of a white powder substance that later tested positive for cocaine and fentanyl in addition to a rolled $1 bill with powder residue, the report said.

Both Schigel and Carroll were treated at Mercy Hospital and then transported to the Lorain City Jail for booking.
